Travellers to the United States are now required required to obtain 'ESTA' prior to arrival. The Visa USA Program (VWP) requires all eligible visitors whose trips do not exceed 90 days in duration, to enter the country on a temporary Visa.

No, an approved USA ESTA is not an American tourist visa. It does not meet the legal or regulatory requirements to serve in lieu of a USA visa, when an American visa is required under USA law.
